Court Performance Standards/ Case Flow Management
Manages Criminal Trial Court performance through a detailed understanding of court performance standards, including clearance rates, time to disposition, age of active pending caseloads, and trial date certainty.
Prepares and administers changes that optimize case flow management based on the court performance standards.
Reviews monthly data on criminal trial court’s performance standards.
Reviews a wide range of CPCMS inventory reports and analyzes reports to adjust case flow management as needed.
Project Management
Manages and leads a range of projects, with varying complexities, from inception to implementation and evaluation with a range of internal and external stakeholders. This includes planning, defining scope, managing resources, managing schedules, managing risk, managing deliverables, effective communication, and reporting through documented and tracked information, and project progress.
Human Resources Management
Maintains day-to-day contact with both Directors and Judicial Leadership to resolve issues and furnish advice and information to assist with the implementation of policies and procedures.
Independently settles most problems and issues among employees under their supervision; normally obtains agreement.
Conducts training sessions for all levels of employees under their supervision ensuring that the employees understand their operational impact and their responsibility.
Bachelor’s degree in Judicial, Business, or Public Administration, or a closely related field; PLUS
Five years experience in court management supervising a department or division or eight years of office management experience supervising a department or division, including extensive experience in budgeting, procurement, and human resources management.
An equivalent combination of education, experience, and/or training may be considered.
Satisfactory criminal background check required.
Demonstrated knowledge of the Criminal Court system required.
Ability to maintain effective working relationships with allied Criminal Justice partners and agencies required including District Attorney, Public Defender, private defense counsel, Sheriff’s Office, Philadelphia Prisons, and Philadelphia Managing Director’s Office.
Knowledge of case-flow management required.
Candidates holding an MBA, MJA, MPA, or other master’s degree in a related field, and/or JD are preferred.
ICM Certified Court Manager, Certified Court Executive, or ICM Fellow.
Extensive experience in criminal case management.
Experience with the daily operations of criminal courtrooms.
Experience with pre- and post-trial community supervision standards.
Extensive experience in managing projects of all sizes and complexities.
National standards on criminal case flow management.
Understanding of the Pennsylvania and Local Rules of Criminal Procedure, the Pennsylvania Appellate Rules of Procedure, the Post-Conviction Relief Act, and Pennsylvania statutes and regulations on sentencing, probation, and parole.
Understanding of court performance standards as laid out by the National Center for State Courts. (NCSC).
Understanding of the purposes and responsibilities of courts as laid out by the NCSC.
Understanding of the chain of command in the First Judicial District including but not limited to Court Administration and the Administrative Governing Board.
Working knowledge of the Common Pleas Case Management System (CPCMS).
